Seriously a large portion of the fact so many people go sniping is because they Protostomp.
You can't complain about an issue if YOU ARE THE CAUSE OF IT.
Yet you come here to complain about "low quality snipers".
Either get your entire corp to refuse using anything higher than STD as well as any others you can talk to, or stop complaining.

Okay, here it is explained so even a Preschool child can understand:
People months ago started this game playing as they wanted, and everything seemed fine.
Certain groups, feeling inferior about their gameplay, decided to only go for KD/R by only playing in squads, and only with Proto gear. This eventually became known as Protostomping.
As other players got killed repetatively, and found no way to really enjoy the game anymore, a lot of them fell away. Those who remained chose to snipe as a casual sport.
The "Protostomp"ing Corporations, oblivious to the concept that they actually were having a direct impact on the number of remaining players continued blindly using only Proto gear and squadding up, because they were unable to get positive KD/R in regular matches.
Eventually, like a sieve, this left only the people who were mostly out of line with the Protostomper's ability to do anything, the sniping population.
This resulted in a lot more snipers, who play for the casual experience and laugh at the Protostompers who were going red in the face because they "Protps" were too lazy to get in range to do anything.
Now we have a full environment where a majority of casual players are snipers, because the people who run Proto suits are typically dumb enough to waddle in packs when they look for snipers, making these Proto clusters visible targets to casual snipers.
This resulted in the "Protostomp" players complaining about the abundance of casual snipers. The result of their decisions since Day 1. Hence what they complain about is their own inability to regulate field presence, and hence admit to their own stupidity when they complain about "too many snipers".
Basically it's like a dumb farmer who plants the seeds for a tomato, waters the seeds all those days, and then watches them grow into tomatoes, then complained because they weren't watermelon.
The sheer fact you did not know this very basic dynamic of the playingfield makes me rather curious to your awareness of the world in general.
Now you can go ahead and feel proud that you were too dumb to read the label on the seeds, now you can go ahead and feel proud that you spent all that time preparing an environment you didn't want. Now you can feel proud, that the only things you harvested were Rotten Tomatoes. Go ahead. Use more "troll" emotes to prove you think you're "tough" and "avant garde"... the same boring, repeated, overused, and really predictable excuses that every teenage wannabe uses, "because I made someone yell at me I must be in-tel-uh-gennt" go ahead. We're still going to be here. You are still going to be observed. You can have your "last word" dictated by underdeveloped "teenage angst".
